Mr. Speaker, Mr. Vice President, my copartners in Government, gentlemen-and ladies:
The Constitution imposes upon me the obligation to “from time to time give to the Congress information of the State of the Union.” While this has traditionally been interpreted as an annual affair, this tradition has been broken in extraordinary times.
These are extraordinary times. And we face an extraordinary challenge. Our strength as well as our convictions have imposed upon this nation the role of leader in freedom’s cause.
No role in history could be more difficult or more important. We stand for freedom.
That is our conviction for ourselves–that is our only commitment to others. No friend, no neutral and no adversary should think otherwise. We are not against any man–or any nation–or any system–except as it is hostile to freedom. Nor am I here to present a new military doctrine, bearing any one name or aimed at any one area. I am here to promote the freedom doctrine.
I.
The great battleground for the defense and expansion of freedom today is the whole southern half of the globe–Asia, Latin America, Africa and the Middle East–the lands of the rising peoples. Their revolution is the greatest in human history. They seek an end to injustice, tyranny, and exploitation. More than an end, they seek a beginning.
And theirs is a revolution which we would support regardless of the Cold War, and regardless of which political or economic route they should choose to freedom.
For the adversaries of freedom did not create the revolution; nor did they create the conditions which compel it. But they are seeking to ride the crest of its wave–to capture it for themselves.
Yet their aggression is more often concealed than open. They have fired no missiles; and their troops are seldom seen. They send arms, agitators, aid, technicians and propaganda to every troubled area. But where fighting is required, it is usually done by others–by guerrillas striking at night, by assassins striking alone–assassins who have taken the lives of four thousand civil officers in the last twelve months in Vietnam alone–by subversives and saboteurs and insurrectionists, who in some cases control whole areas inside of independent nations.

They possess a powerful intercontinental striking force, large forces for conventional war, a well-trained underground in nearly every country, the power to conscript talent and manpower for any purpose, the capacity for quick decisions, a closed society without dissent or free information, and long experience in the techniques of violence and subversion. They make the most of their scientific successes, their economic progress and their pose as a foe of colonialism and friend of popular revolution. They prey on unstable or unpopular governments, unsealed, or unknown boundaries, unfilled hopes, convulsive change, massive poverty, illiteracy, unrest and frustration.]
With these formidable weapons, the adversaries of freedom plan to consolidate their territory–to exploit, to control, and finally to destroy the hopes of the world’s newest nations; and they have ambition to do it before the end of this decade. It is a contest of will and purpose as well as force and violence–a battle for minds and souls as well as lives and territory. And in that contest, we cannot stand aside.
We stand, as we have always stood from our earliest beginnings, for the independence and equality of all nations. This nation was born of revolution and raised in freedom. And we do not intend to leave an open road for despotism.
There is no single simple policy which meets this challenge. Experience has taught us that no one nation has the power or the wisdom to solve all the problems of the world or manage its revolutionary tides–that extending our commitments does not always increase our security–that any initiative carries with it the risk of a temporary defeat–that nuclear weapons cannot prevent subversion–that no free people can be kept free without will and energy of their own–and that no two nations or situations are exactly alike.
Yet there is much we can do–and must do. The proposals I bring before you are numerous and varied. They arise from the host of special opportunities and dangers which have become increasingly clear in recent months. Taken together, I believe that they can mark another step forward in our effort as a people. I am here to ask the help of this Congress and the nation in approving these necessary measures.
II. ECONOMIC AND SOCIAL PROGRESS AT HOME
The first and basic task confronting this nation this year was to turn recession into recovery. An affirmative anti-recession program, initiated with your cooperation, supported the natural forces in the private sector; and our economy is now enjoying renewed confidence and energy. The recession has been halted. Recovery is under way.
But the task of abating unemployment and achieving a full use of our resources does remain a serious challenge for us all. Large-scale unemployment during a recession is bad enough, but large-scale unemployment during a period of prosperity would be intolerable.
I am therefore transmitting to the Congress a new Manpower Development and Training program, to train or retrain several hundred thousand workers, particularly in those areas where we have seen chronic unemployment as a result of technological factors in new occupational skills over a four-year period, in order to replace those skills made obsolete by automation and industrial change with the new skills which the new processes demand.
It should be a satisfaction to us all that we have made great strides in restoring world confidence in the dollar, halting the outflow of gold and improving our balance of payments. During the last two months, our gold stocks actually increased by seventeen million dollars, compared to a loss of 635 million dollars during the last two months of 1960. We must maintain this progress–and this will require the cooperation and restraint of everyone. As recovery progresses, there will be temptations to seek unjustified price and wage increases. These we cannot afford. They will only handicap our efforts to compete abroad and to achieve full recovery here at home. Labor and management must–and I am confident that they will–pursue responsible wage and price policies in these critical times. I look to the President’s Advisory Committee on Labor Management Policy to give a strong lead in this direction.
Moreover, if the budget deficit now increased by the needs of our security is to be held within manageable proportions, it will be necessary to hold tightly to prudent fiscal standards; and I request the cooperation of the Congress in this regard–to refrain from adding funds or programs, desirable as they may be, to the Budget–to end the postal deficit, as my predecessor also recommended, through increased rates–a deficit incidentally, this year, which exceeds the fiscal 1962 cost of all the space and defense measures that I am submitting today–to provide full pay-as-you-go highway financing–and to close those tax loopholes earlier specified. Our security and progress cannot be cheaply purchased; and their price must be found in what we all forego as well as what we all must pay.
III. ECONOMIC AND SOCIAL PROGRESS ABROAD
I stress the strength of our economy because it is essential to the strength of our nation. And what is true in our case is true in the case of other countries. Their strength in the struggle for freedom depends on the strength of their economic and their social progress.
We would be badly mistaken to consider their problems in military terms alone. For no amount of arms and armies can help stabilize those governments which are unable or unwilling to achieve social and economic reform and development. Military pacts cannot help nations whose social injustice and economic chaos invite insurgency and penetration and subversion. The most skillful counter-guerrilla efforts cannot succeed where the local population is too caught up in its own misery to be concerned about the advance of communism.
But for those who share this view, we stand ready now, as we have in the past, to provide generously of our skills, and our capital, and our food to assist the peoples of the less-developed nations to reach their goals in freedom–to help them before they are engulfed in crisis.
This is also our great opportunity in 1961. If we grasp it, then subversion to prevent its success is exposed as an unjustifiable attempt to keep these nations from either being free or equal. But if we do not pursue it, and if they do not pursue it, the bankruptcy of unstable governments, one by one, and of unfilled hopes will surely lead to a series of totalitarian receiverships.
Earlier in the year, I outlined to the Congress a new program for aiding emerging nations; and it is my intention to transmit shortly draft legislation to implement this program, to establish a new Act for International Development, and to add to the figures previously requested, in view of the swift pace of critical events, an additional 250 million dollars for a Presidential Contingency Fund, to be used only upon a Presidential determination in each case, with regular and complete reports to the Congress in each case, when there is a sudden and extraordinary drain upon our regular funds which we cannot foresee–as illustrated by recent events in Southeast Asia–and it makes necessary the use of this emergency reserve. The total amount requested–now raised to 2..65 billion dollars–is both minimal and crucial. I do not see how anyone who is concerned–as we all are–about the growing threats to freedom around the globe–and who is asking what more we can do as a people–can weaken or oppose the single most important program available for building the frontiers of freedom.
IV.
All that I have said makes it clear that we are engaged in a world-wide struggle in which we bear a heavy burden to preserve and promote the ideals that we share with all mankind, or have alien ideals forced upon them. That struggle has highlighted the role of our Information Agency. It is essential that the funds previously requested for this effort be not only approved in full, but increased by 2 million, 400 thousand dollars, to a total of 121 million dollars.
This new request is for additional radio and television to Latin America and Southeast Asia. These tools are particularly effective and essential in the cities and villages of those great continents as a means of reaching millions of uncertain peoples to tell them of our interest in their fight for freedom. In Latin America, we are proposing to increase our Spanish and Portuguese broadcasts to a total of 154 hours a week, compared to 42 hours today, none of which is in Portuguese, the language of about one-third of the people of South America. The Soviets, Red Chinese and satellites already broadcast into Latin America more than 134 hours a week in Spanish and Portuguese. Communist China alone does more public information broadcasting in our own hemisphere than we do. Moreover, powerful propaganda broadcasts from Havana now are heard throughout Latin America, encouraging new revolutions in several countries.
Similarly, in Laos, Vietnam, Cambodia, and Thailand, we must communicate our determination and support to those upon whom our hopes for resisting the communist tide in that continent ultimately depend. Our interest is in the truth.
V. OUR PARTNERSHIP FOR SELF-DEFENSE
But while we talk of sharing and building and the competition of ideas, others talk of arms and threaten war. So we have learned to keep our defenses strong–and to cooperate with others in a partnership of self-defense. The events of recent weeks have caused us to look anew at these efforts.
The center of freedom’s defense is our network of world alliances, extending from NATO, recommended by a Democratic President and approved by a Republican Congress, to SEATO, recommended by a Republican President and approved by a Democratic Congress. These alliances were constructed in the 1940′s and 1950′s–it is our task and responsibility in the 1960′s to strengthen them.
To meet the changing conditions of power–and power relationships have changed–we have endorsed an increased emphasis on NATO’s conventional strength. At the same time we are affirming our conviction that the NATO nuclear deterrent must also be kept strong. I have made clear our intention to commit to the NATO command, for this purpose, the 5 Polaris submarines originally suggested by President Eisenhower, with the possibility, if needed, of more to come.
Second, a major part of our partnership for self-defense is the Military Assistance Program. The main burden of local defense against local attack, subversion, insurrection or guerrilla warfare must of necessity rest with local forces. Where these forces have the necessary will and capacity to cope with such threats, our intervention is rarely necessary or helpful. Where the will is present and only capacity is lacking, our Military Assistance Program can be of help.
But this program, like economic assistance, needs a new emphasis. It cannot be extended without regard to the social, political and military reforms essential to internal respect and stability. The equipment and training provided must be tailored to legitimate local needs and to our own foreign and military policies, not to our supply of military stocks or a local leader’s desire for military display. And military assistance can, in addition to its military purposes, make a contribution to economic progress, as do our own Army Engineers.
In an earlier message, I requested 1.6 billion dollars for Military Assistance, stating that this would maintain existing force levels, but that I could not foresee how much more might be required. It is now clear that this is not enough. The present crisis in Southeast Asia, on which the Vice President has made a valuable report–the rising threat of communism in Latin America–the increased arms traffic in Africa–and all the new pressures on every nation found on the map by tracing your fingers along the borders of the Communist bloc in Asia and the Middle East–all make clear the dimension of our needs.
I therefore request the Congress to provide a total of 1.885 billion dollars for Military Assistance in the coming fiscal year–an amount less than that requested a year ago–but a minimum which must be assured if we are to help those nations make secure their independence. This must be prudently and wisely spent–and that will be our common endeavor. Military and economic assistance has been a heavy burden on our citizens for a long time, and I recognize the strong pressures against it; but this battle is far from over, it is reaching a crucial stage, and I believe we should participate in it. We cannot merely state our opposition to totalitarian advance without paying the price of helping those now under the greatest pressure.
VI. OUR OWN MILITARY AND INTELLIGENCE SHIELD
In line with these developments, I have directed a further reinforcement of our own capacity to deter or resist non-nuclear aggression. In the conventional field, with one exception, I find no present need for large new levies of men. What is needed is rather a change of position to give us still further increases in flexibility.
Therefore, I am directing the Secretary of Defense to undertake a reorganization and modernization of the Army’s divisional structure, to increase its non-nuclear firepower, to improve its tactical mobility in any environment, to insure its flexibility to meet any direct or indirect threat, to facilitate its coordination with our major allies, and to provide more modern mechanized divisions in Europe and bring their equipment up to date, and new airborne brigades in both the Pacific and Europe.
And secondly, I am asking the Congress for an additional 100 million dollars to begin the procurement task necessary to re-equip this new Army structure with the most modern material. New helicopters, new armored personnel carriers, and new howitzers, for example, must be obtained now.
Third, I am directing the Secretary of Defense to expand rapidly and substantially, in cooperation with our Allies, the orientation of existing forces for the conduct of non-nuclear war, paramilitary operations and sub-limited or unconventional wars.
In addition our special forces and unconventional warfare units will be increased and reoriented. Throughout the services new emphasis must be placed on the special skills and languages which are required to work with local populations.
Fourth, the Army is developing plans to make possible a much more rapid deployment of a major portion of its highly trained reserve forces. When these plans are completed and the reserve is strengthened, two combat-equipped divisions, plus their supporting forces, a total of 89,000 men, could be ready in an emergency for operations with but 3 weeks’ notice–2 more divisions with but 5 weeks’ notice–and six additional divisions and their supporting forces, making a total of 10 divisions, could be deployable with less than 8 weeks’ notice. In short, these new plans will allow us to almost double the combat power of the Army in less than two months, compared to the nearly nine months heretofore required.
Fifth, to enhance the already formidable ability of the Marine Corps to respond to limited war emergencies, I am asking the Congress for 60 million dollars to increase the Marine Corps strength to 190,000 men. This will increase the initial impact and staying power of our three Marine divisions and three air wings, and provide a trained nucleus for further expansion, if necessary for self-defense.
Finally, to cite one other area of activities that are both legitimate and necessary as a means of self-defense in an age of hidden perils, our whole intelligence effort must be reviewed, and its coordination with other elements of policy assured. The Congress and the American people are entitled to know that we will institute whatever new organization, policies, and control are necessary.
VII. CIVIL DEFENSE
One major element of the national security program which this nation has never squarely faced up to is civil defense. This problem arises not from present trends but from national inaction in which most of us have participated. In the past decade we have intermittently considered a variety of programs, but we have never adopted a consistent policy. Public considerations have been largely characterized by apathy, indifference and skepticism; while, at the same time, many of the civil defense plans have been so far-reaching and unrealistic that they have not gained essential support.
This Administration has been looking hard at exactly what civil defense can and cannot do. It cannot be obtained cheaply. It cannot give an assurance of blast protection that will be proof against surprise attack or guaranteed against obsolescence or destruction. And it cannot deter a nuclear attack.
We will deter an enemy from making a nuclear attack only if our retaliatory power is so strong and so invulnerable that he knows he would be destroyed by our response. If we have that strength, civil defense is not needed to deter an attack. If we should ever lack it, civil defense would not be an adequate substitute.
But this deterrent concept assumes rational calculations by rational men. And the history of this planet, and particularly the history of the 20th century, is sufficient to remind us of the possibilities of an irrational attack, a miscalculation, an accidental war, [or a war of escalation in which the stakes by each side gradually increase to the point of maximum danger] which cannot be either foreseen or deterred. It is on this basis that civil defense can be readily justifiable–as insurance for the civilian population in case of an enemy miscalculation. It is insurance we trust will never be needed–but insurance which we could never forgive ourselves for foregoing in the event of catastrophe.
Once the validity of this concept is recognized, there is no point in delaying the initiation of a nation-wide long-range program of identifying present fallout shelter capacity and providing shelter in new and existing structures. Such a program would protect millions of people against the hazards of radioactive fallout in the event of large-scale nuclear attack. Effective performance of the entire program not only requires new legislative authority and more funds, but also sound organizational arrangements.
Therefore, under the authority vested in me by Reorganization Plan No. 1 of 1958, I am assigning responsibility for this program to the top civilian authority already responsible for continental defense, the Secretary of Defense. It is important that this function remain civilian, in nature and leadership; and this feature will not be changed.
The Office of Civil and Defense Mobilization will be reconstituted as a small staff agency to assist in the coordination of these functions. To more accurately describe its role, its title should be changed to the Office of Emergency Planning.
As soon as those newly charged with these responsibilities have prepared new authorization and appropriation requests, such requests will be transmitted to the Congress for a much strengthened Federal-State civil defense program. Such a program will provide Federal funds for identifying fallout shelter capacity in existing, structures, and it will include, where appropriate, incorporation of shelter in Federal buildings, new requirements for shelter in buildings constructed with Federal assistance, and matching grants and other incentives for constructing shelter in State and local and private buildings.
Federal appropriations for civil defense in fiscal 1962 under this program will in all likelihood be more than triple the pending budget requests; and they will increase sharply in subsequent years. Financial participation will also be required from State and local governments and from private citizens. But no insurance is cost-free; and every American citizen and his community must decide for themselves whether this form of survival insurance justifies the expenditure of effort, time and money. For myself, I am convinced that it does.
VIII. DISARMAMENT
I cannot end this discussion of defense and armaments without emphasizing our strongest hope: the creation of an orderly world where disarmament will be possible. Our aims do not prepare for war–they are efforts to discourage and resist the adventures of others that could end in war.
That is why it is consistent with these efforts that we continue to press for properly safeguarded disarmament measures. At Geneva, in cooperation with the United Kingdom, we have put forward concrete proposals to make clear our wish to meet the Soviets half way in an effective nuclear test ban treaty–the first significant but essential step on the road towards disarmament. Up to now, their response has not been what we hoped, but Mr. Dean returned last night to Geneva, and we intend to go the last mile in patience to secure this gain if we can.
Meanwhile, we are determined to keep disarmament high on our agenda–to make an intensified effort to develop acceptable political and technical alternatives to the present arms race. To this end I shall send to the Congress a measure to establish a strengthened and enlarged Disarmament Agency.
IX. SPACE
Finally, if we are to win the battle that is now going on around the world between freedom and tyranny, the dramatic achievements in space which occurred in recent weeks should have made clear to us all, as did the Sputnik in 1957, the impact of this adventure on the minds of men everywhere, who are attempting to make a determination of which road they should take. Since early in my term, our efforts in space have been under review. With the advice of the Vice President, who is Chairman of the National Space Council, we have examined where we are strong and where we are not, where we may succeed and where we may not. Now it is time to take longer strides–time for a great new American enterprise–time for this nation to take a clearly leading role in space achievement, which in many ways may hold the key to our future on earth.
I believe we possess all the resources and talents necessary. But the facts of the matter are that we have never made the national decisions or marshalled the national resources required for such leadership. We have never specified long-range goals on an urgent time schedule, or managed our resources and our time so as to insure their fulfillment.
Recognizing the head start obtained by the Soviets with their large rocket engines, which gives them many months of leadtime, and recognizing the likelihood that they will exploit this lead for some time to come in still more impressive successes, we nevertheless are required to make new efforts on our own. For while we cannot guarantee that we shall one day be first, we can guarantee that any failure to make this effort will make us last. We take an additional risk by making it in full view of the world, but as shown by the feat of astronaut Shepard, this very risk enhances our stature when we are successful. But this is not merely a race. Space is open to us now; and our eagerness to share its meaning is not governed by the efforts of others. We go into space because whatever mankind must undertake, free men must fully share.
I therefore ask the Congress, above and beyond the increases I have earlier requested for space activities, to provide the funds which are needed to meet the following national goals:
First, I believe that this nation should commit itself to achieving the goal, before this decade is out, of landing a man on the moon and returning him safely to the earth. No single space project in this period will be more impressive to mankind, or more important for the long-range exploration of space; and none will be so difficult or expensive to accomplish. We propose to accelerate the development of the appropriate lunar space craft. We propose to develop alternate liquid and solid fuel boosters, much larger than any now being developed, until certain which is superior. We propose additional funds for other engine development and for unmanned explorations–explorations which are particularly important for one purpose which this nation will never overlook: the survival of the man who first makes this daring flight. But in a very real sense, it will not be one man going to the moon–if we make this judgment affirmatively, it will be an entire nation. For all of us must work to put him there.
Secondly, an additional 23 million dollars, together with 7 million dollars already available, will accelerate development of the Rover nuclear rocket. This gives promise of some day providing a means for even more exciting and ambitious exploration of space, perhaps beyond the moon, perhaps to the very end of the solar system itself.
Third, an additional 50 million dollars will make the most of our present leadership, by accelerating the use of space satellites for world-wide communications.
Fourth, an additional 75 million dollars–of which 53 million dollars is for the Weather Bureau–will help give us at the earliest possible time a satellite system for world-wide weather observation.
Let it be clear–and this is a judgment which the Members of the Congress must finally make–let it be clear that I am asking the Congress and the country to accept a firm commitment to a new course of action, a course which will last for many years and carry very heavy costs: 531 million dollars in fiscal ’62–an estimated seven to nine billion dollars additional over the next five years. If we are to go only half way, or reduce our sights in the face of difficulty, in my judgment it would be better not to go at all.
Now this is a choice which this country must make, and I am confident that under the leadership of the Space Committees of the Congress, and the Appropriating Committees, that you will consider the matter carefully.
It is a most important decision that we make as a nation. But all of you have lived through the last four years and have seen the significance of space and the adventures in space, and no one can predict with certainty what the ultimate meaning will be of mastery of space.
I believe we should go to the moon. But I think every citizen of this country as well as the Members of the Congress should consider the matter carefully in making their judgment, to which we have given attention over many weeks and months, because it is a heavy burden, and there is no sense in agreeing or desiring that the United States take an affirmative position in outer space, unless we are prepared to do the work and bear the burdens to make it successful. If we are not, we should decide today and this year.
This decision demands a major national commitment of scientific and technical manpower, materiel and facilities, and the possibility of their diversion from other important activities where they are already thinly spread. It means a degree of dedication, organization and discipline which have not always characterized our research and development efforts. It means we cannot afford undue work stoppages, inflated costs of material or talent, wasteful interagency rivalries, or a high turnover of key personnel.
New objectives and new money cannot solve these problems. They could in fact, aggravate them further–unless every scientist, every engineer, every serviceman, every technician, contractor, and civil servant gives his personal pledge that this nation will move forward, with the full speed of freedom, in the exciting adventure of space.
X. CONCLUSION
In conclusion, let me emphasize one point. It is not a pleasure for any President of the United States, as I am sure it was not a pleasure for my predecessors, to come before the Congress and ask for new appropriations which place burdens on our people. I came to this conclusion with some reluctance. But in my judgment, this is a most serious time in the life of our country and in the life of freedom around the globe, and it is the obligation, I believe, of the President of the United States to at least make his recommendations to the Members of the Congress, so that they can reach their own conclusions with that judgment before them. You must decide yourselves, as I have decided, and I am confident that whether you finally decide in the way that I have decided or not, that your judgment–as my judgment–is reached on what is in the best interests of our country.
In conclusion, let me emphasize one point: that we are determined, as a nation in 1961 that freedom shall survive and succeed–and whatever the peril and set-backs, we have some very large advantages.
The first is the simple fact that we are on the side of liberty–and since the beginning of history, and particularly since the end of the Second World War, liberty has been winning out all over the globe.
A second real asset is that we are not alone. We have friends and allies all over the world who share our devotion to freedom. May I cite as a symbol of traditional and effective friendship the great ally I am about to visit–France. I look forward to my visit to France, and to my discussion with a great Captain of the Western World, President de Gaulle, as a meeting of particular significance, permitting the kind of close and ranging consultation that will strengthen both our countries and serve the common purposes of world-wide peace and liberty. Such serious conversations do not require a pale unanimity–they are rather the instruments of trust and understanding over a long road.
A third asset is our desire for peace. It is sincere, and I believe the world knows it. We are proving it in our patience at the test ban table, and we are proving it in the UN where our efforts have been directed to maintaining that organization’s usefulness as a protector of the independence of small nations. In these and other instances, the response of our opponents has not been encouraging.
Yet it is important to know that our patience at the bargaining table is nearly inexhaustible, though our credulity is limited that our hopes for peace are unfailing, while our determination to protect our security is resolute. For these reasons I have long thought it wise to meet with the Soviet Premier for a personal exchange of views. A meeting in Vienna turned out to be convenient for us both; and the Austrian government has kindly made us welcome. No formal agenda is planned and no negotiations will be undertaken; but we will make clear America’s enduring concern is for both peace and freedom–that we are anxious to live in harmony with the Russian people–that we seek no conquests, no satellites, no riches–that we seek only the day when “nation shall not lift up sword against nation, neither shall they learn war any more.”
Finally, our greatest asset in this struggle is the American people–their willingness to pay the price for these programs–to understand and accept a long struggle–to share their resources with other less fortunate people–to meet the tax levels and close the tax loopholes I have requested–to exercise self-restraint instead of pushing up wages or prices, or over-producing certain crops, or spreading military secrets, or urging unessential expenditures or improper monopolies or harmful work stoppages–to serve in the Peace Corps or the Armed Services or the Federal Civil Service or the Congress–to strive for excellence in their schools, in their cities and in their physical fitness and that of their children–to take part in Civil Defense–to pay higher postal rates, and higher payroll taxes and higher teachers’ salaries, in order to strengthen our society–to show friendship to students and visitors from other lands who visit us and go back in many cases to be the future leaders, with an image of America–and I want that image, and I know you do, to be affirmative and positive–and, finally, to practice democracy at home, in all States, with all races, to respect each other and to protect the Constitutional rights of all citizens.
I have not asked for a single program which did not cause one or all Americans some inconvenience, or some hardship, or some sacrifice. But they have responded and you in the Congress have responded to your duty–and I feel confident in asking today for a similar response to these new and larger demands. It is heartening to know, as I journey abroad, that our country is united in its commitment to freedom and is ready to do its duty.

Mr Master of Ceremonies,
Your Excellencies,
Members of the Diplomatic Corps,
My Fellow South Africans:

 

Today we are entering a new era for our country and its people. Today we celebrate not the victory of a party, but a victory for all the people of South Africa.

Our country has arrived at a decision. Among all the parties that contested the elections, the overwhelming majority of South Africans have mandated the African National Congress to lead our country into the future. The South Africa we have struggled for, in which all our people, be they African, Coloured, Indian or White, regard themselves as citizens of one nation is at hand.

Perhaps it was history that ordained that it be here, at the Cape of Good Hope that we should lay the foundation stone of our new nation. For it was here at this Cape, over three centuries ago, that there began the fateful convergence of the peoples of Africa, Europe and Asia on these shores.

It was to this peninsula that the patriots, among them many princes and scholars, of Indonesia were dragged in chains. It was on the sandy plains of this peninsula that first battles of the epic wars of resistance were fought.

When we look out across Table Bay, the horizon is dominated by Robben Island, whose infamy as a dungeon built to stifle the spirit of freedom is as old as colonialism in South Africa. For three centuries that island was seen as a place to which outcasts can be banished. The names of those who were incarcerated on Robben Island is a roll call of resistance fighters and democrats spanning over three centuries. If indeed this is a Cape of Good Hope, that hope owes much to the spirit of that legion of fighters and others of their calibre.

We have fought for a democratic constitution since the 1880s. Ours has been a quest for a constitution freely adopted by the people of South Africa, reflecting their wishes and their aspirations. The struggle for democracy has never been a matter pursued by one race, class, religious community or gender among South Africans. In honouring those who fought to see this day arrive, we honour the best sons and daughters of all our people. We can count amongst them Africans, Coloureds, Whites, Indians, Muslims, Christians, Hindus, Jews – all of them united by a common vision of a better life for the people of this country.

It was that vision that inspired us in 1923 when we adopted the first ever Bill of Rights in this country. That same vision spurred us to put forward the African Claims in 1946. It is also the founding principle of the Freedom Charter we adopted as policy in 1955, which in its very first lines, places before South Africa an inclusive basis for citizenship.

In 1980s the African National Congress was still setting the pace, being the first major political formation in South Africa to commit itself firmly to a Bill of Rights, which we published in November 1990. These milestones give concrete expression to what South Africa can become. They speak of a constitutional, democratic, political order in which, regardless of colour, gender, religion, political opinion or sexual orientation, the law will provide for the equal protection of all citizens.

They project a democracy in which the government, whomever that government may be, will be bound by a higher set of rules, embodied in a constitution, and will not be able govern the country as it pleases.

Democracy is based on the majority principle. This is especially true in a country such as ours where the vast majority have been systematically denied their rights. At the same time, democracy also requires that the rights of political and other minorities be safeguarded.

In the political order we have established there will regular, open and free elections, at all levels of government – central, provincial and municipal. There shall also be a social order which respects completely the culture, language and religious rights of all sections of our society and the fundamental rights of the individual.

The task at hand on will not be easy. But you have mandated us to change South Africa from a country in which the majority lived with little hope, to one in which they can live and work with dignity, with a sense of self-esteem and confidence in the future. The cornerstone of building a better life of opportunity, freedom and prosperity is the Reconstruction and Development Programme.

This needs unity of purpose. It needs in action. It requires us all to work together to bring an end to division, an end to suspicion and build a nation united in our diversity.

The people of South Africa have spoken in these elections. They want change! And change is what they will get. Our plan is to create jobs, promote peace and reconciliation, and to guarantee freedom for all South Africans. We will tackle the widespread poverty so pervasive among the majority of our people. By encouraging investors and the democratic state to support job creating projects in which manufacturing will play a central role we will try to change our country from a net exporter of raw materials to one that exports finished products through beneficiation.

The government will devise policies that encourage and reward productive enterprise among the disadvantaged communities – African, Coloured and Indian. By easing credit conditions we can assist them to make inroads into the productive and manufacturing spheres and breakout of the small-scale distribution to which they are presently confined.

To raise our country and its people from the morass of racism and apartheid will require determination and effort. As a government, the ANC will create a legal framework that will assist, rather than impede, the awesome task of reconstruction and development of our battered society.

While we are and shall remain fully committed to the spirit of a government of national unity, we are determined to initiate and bring about the change that our mandate from the people demands.

We place our vision of a new constitutional order for South Africa on the table not as conquerors, prescribing to the conquered. We speak as fellow citizens to heal the wounds of the past with the intent of constructing a new order based on justice for all.

This is the challenge that faces all South Africans today, and it is one to which I am certain we will all rise.

Statement by the President in His Address to the Nation – September 11, 2001

Good evening. Today, our fellow citizens, our way of life, our very freedom came under attack in a series of deliberate and deadly terrorist acts. The victims were in airplanes, or in their offices; secretaries, businessmen and women, military and federal workers; moms and dads, friends and neighbors. Thousands of lives were suddenly ended by evil, despicable acts of terror.

The pictures of airplanes flying into buildings, fires burning, huge structures collapsing, have filled us with disbelief, terrible sadness, and a quiet, unyielding anger. These acts of mass murder were intended to frighten our nation into chaos and retreat. But they have failed; our country is strong.

A great people has been moved to defend a great nation. Terrorist attacks can shake the foundations of our biggest buildings, but they cannot touch the foundation of America. These acts shattered steel, but they cannot dent the steel of American resolve.

America was targeted for attack because we’re the brightest beacon for freedom and opportunity in the world. And no one will keep that light from shining.

Today, our nation saw evil, the very worst of human nature. And we responded with the best of America — with the daring of our rescue workers, with the caring for strangers and neighbors who came to give blood and help in any way they could.

Immediately following the first attack, I implemented our government’s emergency response plans. Our military is powerful, and it’s prepared. Our emergency teams are working in New York City and Washington, D.C. to help with local rescue efforts.

Our first priority is to get help to those who have been injured, and to take every precaution to protect our citizens at home and around the world from further attacks.

The functions of our government continue without interruption. Federal agencies in Washington which had to be evacuated today are reopening for essential personnel tonight, and will be open for business tomorrow. Our financial institutions remain strong, and the American economy will be open for business, as well.

The search is underway for those who are behind these evil acts. I’ve directed the full resources of our intelligence and law enforcement communities to find those responsible and to bring them to justice. We will make no distinction between the terrorists who committed these acts and those who harbor them.

I appreciate so very much the members of Congress who have joined me in strongly condemning these attacks. And on behalf of the American people, I thank the many world leaders who have called to offer their condolences and assistance.

America and our friends and allies join with all those who want peace and security in the world, and we stand together to win the war against terrorism. Tonight, I ask for your prayers for all those who grieve, for the children whose worlds have been shattered, for all whose sense of safety and security has been threatened. And I pray they will be comforted by a power greater than any of us, spoken through the ages in Psalm 23: “Even though I walk through the valley of the shadow of death, I fear no evil, for You are with me.”

This is a day when all Americans from every walk of life unite in our resolve for justice and peace. America has stood down enemies before, and we will do so this time. None of us will ever forget this day. Yet, we go forward to defend freedom and all that is good and just in our world.

On The Eve Of Historic Dandi March
March 11, 1930

[On the 11th March 1930, the crowd swelled to 10,000 at the evening prayer held on the Sabarmati sands at Ahmedabad. At the end, Gandhiji delivered a memorable speech on the eve of his historic march :]

In all probability this will be my last speech to you. Even if the Government allow me to march tomorrow morning, this will be my last speech on the sacred banks of the Sabarmati. Possibly these may be the last words of my life here.

I have already told you yesterday what I had to say. Today I shall confine myself to what you should do after my companions and I are arrested. The programme of the march to Jalalpur must be fulfilled as originally settled. The enlistment of the volunteers for this purpose should be confined to Gujarat only. From what I have been and heard during the last fortnight, I am inclined to believe that the stream of civil resisters will flow unbroken.

But let there be not a semblance of breach of peace even after all of us have been arrested. We have resolved to utilize all our resources in the pursuit of an exclusively non-violent struggle. Let no one commit a wrong in anger. This is my hope and prayer. I wish these words of mine reached every nook and corner of the land. My task shall be done if I perish and so do my comrades. It will then be for the Working Committee of the Congress to show you the way and it will be up to you to follow its lead. So long as I have reached Jalalpur, let nothing be done in contravention to the authority vested in me by the Congress. But once I am arrested, the whole responsibility shifts to the Congress. No one who believes in non-violence, as a creed, need, therefore, sit still. My compact with the Congress ends as soon as I am arrested. In that case volunteers. Wherever possible, civil disobedience of salt as should be started. These laws can be violated in three ways. It is an offence to manufacture salt wherever there are facilities for doing so. The possession and sale of contraband salt, which includes natural salt or salt earth, is also an offence. The purchasers of such salt will be equally guilty. To carry away the natural salt deposits on the seashore is likewise violation of law. So is the hawking of such salt. In short, you may choose any one or all of these devices to break the salt monopoly.

We are, however, not to be content with this alone. There is no ban by the Congress and wherever the local workers have self-confidence other suitable measures may be adopted. I stress only one condition, namely, let our pledge of truth and non-violence as the only means for the attainment of Swaraj be faithfully kept. For the rest, every one has a free hand. But, than does not give a license to all and sundry to carry on their own responsibility. Wherever there are local leaders, their orders should be obeyed by the people. Where there are no leaders and only a handful of men have faith in the programme, they may do what they can, if they have enough self-confidence. They have a right, nay it is their duty, to do so. The history of the is full of instances of men who rose to leadership, by sheer force of self-confidence, bravery and tenacity. We too, if we sincerely aspire to Swaraj and are impatient to attain it, should have similar self-confidence. Our ranks will swell and our hearts strengthen, as the number of our arrests by the Government increases.

Much can be done in many other ways besides these. The Liquor and foreign cloth shops can be picketed. We can refuse to pay taxes if we have the requisite strength. The lawyers can give up practice. The public can boycott the law courts by refraining from litigation. Government servants can resign their posts. In the midst of the despair reigning all round people quake with fear of losing employment. Such men are unfit for Swaraj. But why this despair? The number of Government servants in the country does not exceed a few hundred thousands. What about the rest? Where are they to go? Even free India will not be able to accommodate a greater number of public servants. A Collector then will not need the number of servants, he has got today. He will be his own servant. Our starving millions can by no means afford this enormous expenditure. If, therefore, we are sensible enough, let us bid good-bye to Government employment, no matter if it is the post of a judge or a peon. Let all who are co-operating with the Government in one way or another, be it by paying taxes, keeping titles, or sending children to official schools, etc. withdraw their co-operation in all or as many watts as possible. Then there are women who can stand shoulder to shoulder with men in this struggle.

You may take it as my will. It was the message that I desired to impart to you before starting on the march or for the jail. I wish that there should be no suspension or abandonment of the war that commences tomorrow morning or earlier, if I am arrested before that time. I shall eagerly await the news that ten batches are ready as soon as my batch is arrested. I believe there are men in India to complete the work our begun by me. I have faith in the righteousness of our cause and the purity of our weapons. And where the means are clean, there God is undoubtedly present with His blessings. And where these three combine, there defeat is an impossibility. A Satyagrahi, whether free or incarcerated, is ever victorious. He is vanquished only, when he forsakes truth and non-violence and turns a deaf ear to the inner voice. If, therefore, there is such a thing as defeat for even a Satyagrahi, he alone is the cause of it. God bless you all and keep off all obstacles from the path in the struggle that begins tomorrow.

 Address to the nation on the Challenger disaster

A few hours after the disaster, this speech was delivered to the American people via nationwide radio and television. 

Ladies and gentlemen, I’d planned to speak to you tonight to report on the state of the union, but the events of earlier today have led me to change those plans. Today is a day for mourning and remembering. Nancy and I are pained to the core by the tragedy of the shuttle Challenger. We know we share this pain with all of the people of our country. This is truly a national loss.

 

Nineteen years ago, almost to the day, we lost three astronauts in a terrible accident on the ground. But we’ve never lost an astronaut in flight; we’ve never had a tragedy like this. And perhaps we’ve forgotten the courage it took for the crew of the shuttle; but they, the Challenger Seven, were aware of the dangers, but overcame them and did their jobs brilliantly. We mourn seven heroes: Michael Smith, Dick Scobee, Judith Resnik, Ronald McNair, Ellison Onizuka, Gregory Jarvis, and Christa McAuliffe. We mourn their loss as a nation together.

 

For the families of the seven, we cannot bear, as you do, the full impact of this tragedy. But we feel the loss, and we’re thinking about you so very much. Your loved ones were daring and brave, and they had that special grace, that special spirit that says, “Give me a challenge and I’ll meet it with joy.” They had a hunger to explore the universe and discover its truths. They wished to serve, and they did. They served all of us.

 

We’ve grown used to wonders in this century. It’s hard to dazzle us. But for 25 years the United States space program has been doing just that. We’ve grown used to the idea of space, and perhaps we forget that we’ve only just begun. We’re still pioneers. They, the members of the Challenger crew, were pioneers.

 

And I want to say something to the school children of America who were watching the live coverage of the shuttle’s takeoff. I know it is hard to understand, but sometimes painful things like this happen. It’s all part of the process of exploration and discovery. It’s all part of taking a chance and expanding man’s horizons. The future doesn’t belong to the fainthearted; it belongs to the brave. The Challenger crew was pulling us into the future, and we’ll continue to follow them.

 

I’ve always had great faith in and respect for our space program, and what happened today does nothing to diminish it. We don’t hide our space program. We don’t keep secrets and cover things up. We do it all up front and in public. That’s the way freedom is, and we wouldn’t change it for a minute. We’ll continue our quest in space. There will be more shuttle flights and more shuttle crews and yes, more volunteers, more civilians, more teachers in space. Nothing ends here; our hopes and our journeys continue.

 

I want to add that I wish I could talk to every man and woman who works for NASA or who worked on this mission and tell them: “Your dedication and professionalism have moved and impressed us for decades. And we know of your anguish. We share it.”

 

There’s a coincidence today. On this day 390 years ago, the great explorer Sir Francis Drake died aboard ship off the coast of Panama. In his lifetime the great frontiers were the oceans, and a historian later said, “He lived by the sea, died on it, and was buried in it.” Well, today we can say of the Challenger crew: Their dedication was, like Drake’s, complete.

 

The crew of the space shuttle Challenger honored us by the manner in which they lived their lives. We will never forget them, nor the last time we saw them, this morning, as they prepared for their journey and waved good-bye and “slipped the surly bonds of earth” to “touch the face of God.”

MR. PRESIDENT, I have received your reply of April 18. You write that the United States intends no military intervention in Cuba. But numerous facts known to the whole world — and to the Government of the United States, of course, better than to any one else — speak differently. Despite all assurances to the contrary, it has now been proved beyond doubt that it was precisely the United States which prepared the intervention, financed its arming and transported the gangs of mercenaries that invaded the territory of Cuba.

United States armed forces also took a direct part in the accomplishment of the gangster attack upon Cuba. American bombers and fighters supported the operations of the mercenaries who landed on Cuban territory, and participated in the military operations against the armed forces of the lawful Government and people of Cuba.

Such are the facts. They bear witness to direct United States participation in the armed aggression against Cuba.

In your message you took the course of justifying, and even lauding, the attack on Cuba — this crime which has revolted the entire world. You try to justify the organization of a military attack on Cuba, committed for the sole reason that the way of life chosen by its people is not to the taste of the ruling circles of the United States and the North American monopolies operating in Latin America, by talk about the United States Government’s adherence to the ideals of “freedom”. But, one may ask, of what freedom are you speaking?

Of freedom to strangle the Cuban people with the bony hand of hunger through the establishment of an economic blockade? Is that freedom?

Of freedom to send military planes over the territory of Cuba, to subject peaceful Cuban cities to barbarous bombing, to set fire to sugar-cane plantations? Is that freedom?

History records many cases in which, on the pretext of defending freedom, peoples have been drowned in blood, colonial wars waged, and one small nation after another taken by the throat.

In the present case, apparently, the United States Government is seeking to restore to Cuba that “freedom” under which Cuba would dance to the tune of her more powerful neighbour and foreign monopolies would again be able to plunder the country’s national wealth, to wax rich on the sweat and blood of the Cuban people. But it is precisely against such “freedom” that the Cuban people accomplished their revolution when they threw out Batista, who may have loyally served the interests of his foreign masters but who was a foreign element in the body of the Cuban nation.

You, Mr. President, display concern for a handful of enemies who were expelled by their people and found refuge under the wing of those who want to keep the guns of their cruisers and destroyers trained on Cuba. But why are you not concerned about the fate of the six million Cuban people, why do you not wish to pay regard to their inalienable right to a free and independent life, their right to arrange their domestic affairs as they see fit? Where are the standards of international law, or even of simple human morality, that would justify such a position? They simply do not exist.

The Cuban people have once again expressed their will with a clarity which should have left no room for doubt, even in the minds of those who prefer to close their eyes to reality. They have shown that they not only know their interests, but can stand up for them. Cuba today is not, of course, the Cuba you identify with the handful of traitors who have come out against their people. It is the Cuba of workers, peasants and intellectuals, it is a people which has rallied round its revolutionary Government headed by the national hero, Fidel Castro. And, judging from everything, this people received the interventionists in a fitting way. Is not this convincing proof of the real will of the Cuban people?

I think it is. And since this is so, is it not time for all to draw from it the right conclusions?

As for the Soviet Union, we have stated on many occasions, and I now state again, that our Government does not seek any advantages or privileges in Cuba. We have no bases in Cuba, and we do not intend to establish any. And this is well known to you, to your generals and your admirals. If, despite this, they still try to frighten the people by fabrications about “Soviet bases” on Cuba, that is obviously designed for consumption by simpletons. But there are fewer and fewer such simpletons, and that applies also, I hope, to the United States.

By the way, Mr. President, I would like to express my opinion concerning the statements made by you and by certain other United States politicians to the effect that rockets and other weapons could be installed on Cuban territory for possible use against the United States.

The inference from this is that the United States has some alleged right to attack Cuba, either directly or through the traitors to the Cuban people whom you arm with your weapons, train on your territory, maintain with the money of United States taxpayers and transport with the resources of your armed forces, covering them from the air and the sea while they fight against the Cuban people and their lawful government.

You also refer to some United States obligations to protect the Western hemisphere against external aggression. But what obligations can possibly apply in the present case? No one can have any obligations to defend rebels against the lawful government of a sovereign State, such as Cuba is.

Mr. President, you are setting out on a very dangerous road. Think of it. You speak of your rights and obligations, and, of course, anyone can claim this or that right. But then you will have to admit that other States, too, can base their actions in similar circumstances on similar arguments and considerations.

You allege that Cuba cannot lend her territory for actions against the United States. That is your supposition, but it is based on no facts. We, on the other hand, can already refer to concrete facts, not suppositions: in some countries, bordering on the Soviet Union by land and sea, there are at present Governments following a policy that is far from reasonable, Governments which have concluded military agreements with the United States and have made their territory available for the establishment of American military bases. And your military say openly that these bases are spearheaded against the Soviet Union, as if this were not already sufficiently clear. So, if you consider yourself entitled to take such measures against Cuba as the United States Government has been resorting to lately, you must admit that other countries have no lesser grounds for acting in the same way with regard to States whose territories are the scene of actual preparations constituting a threat to the security of the Soviet Union. If you do not want to sin against elementary logic, you must obviously concede this right to other States. We, for our part, do not hold such views. We consider that the arguments advanced on this score in the United States constitute, not merely an extremely free interpretation of international law, but, to put it plainly, open advocacy of a treacherous policy.

A powerful State can of course always find a pretext for attacking a weaker country, and then justify its attack by claiming that that country was a potential menace. But is this twentieth-century morality? This is the morality of the colonialists, of the brigands who once pursued precisely such a policy. Today, in the second half of the twentieth century, it is no longer possible to take the pirate morality of the colonialists as a guide. We all see, today, how the colonial system is crumbling and becoming a thing of the past. The Soviet Union, for its part, is doing everything to promote this process, and we are proud of it.

Or take the United States actions with regard to China. What standards of law can be invoked to justify these actions? Everyone knows that Taiwan is an inalienable part of China. This has been admitted even by the Government of the United States, whose signature appears on the Cairo Declaration of 1943. But later the United States seized Taiwan — took, in fact, the road to brigandage. The People’s Republic of China announced its natural aspiration to reunite the territory of Taiwan with the rest of Chinese territory. But how did the United States react to this? It declared that it would use armed force to prevent reunification of this Chinese territory, seized by it, with the rest of China. It threatens war if China takes any steps towards the recovery of Taiwan. And this is being done by a country which has officially recognized that Taiwan belongs to China! Is not this perfidy in international relations? If such methods were to become the rule in relations between States, there would be no place left for law. Its place would be taken by lawlessness and arbitrariness.

So, Mr. President, your sympathies are one thing; but actions against the security and independence of other peoples, taken on the basis of such sympathies, are very much another. You may, of course, express your sympathy with the imperialist and colonialist countries; that does not surprise anyone. For example, you vote with them in the United Nations. This is a matter of your morality. But what has been done against Cuba is no longer morality. It is gangsterism.

I should like to stress that if the United Nations is really to become strong and fulfil the functions for which it was established — and at present this Organization, unfortunately, is a body already infected by the bacilli of colonialism and imperialism — the United Nations must resolutely condemn the banditry undertaken against Cuba. And the point here is not merely to condemn the United States. The important thing is that the condemnation of aggression should be seen to be a precedent, a lesson which other countries, too, might learn, so that aggression should never again be repeated. For if we were to take the course of approving or even, simply, condoning the morality of the aggressors, it could be adopted by other States as well, and this would inevitably lead to military conflicts, any of which might result in a third world war.

What you said in your last statement to the Press must fill the entire world with great alarm. For you simply claim, in fact, some right of yours to employ military force whenever you find it necessary, and to suppress other peoples each time you decide that their expression of their will constitutes “communism”. But what right have you, what right has anyone in general, to deprive a people of the possibility of choosing their social and political system of their own free will? Have you never considered that other countries, too, might perhaps advance a demand similar to yours and might declare that you, in the United States, have a system which breeds wars and espouses an imperialist policy, the policy of threats and attacks against other countries? There is every ground for such accusations. And, proceeding from the principles which you now proclaim, one could, apparently, demand a change in the internal system of the United States. We, as you know, do not follow that road. We favour the peaceful coexistence of all States, and non-interference in the internal affairs of other countries.

You allude to Budapest. But we can tell you openly, without any allusions: it is you, the United States, that crushed the independence of Guatemala by sending your mercenaries there, as you are now trying to do with regard to Cuba. It is the United States, and no other country, that still mercilessly exploits and keeps in economic bondage the countries of Latin America and many other countries of the world. This is known to all. And if, Mr. President, your logic is to be followed, actions from without could apparently be organized against your country too, to put an end forever to this imperialist policy, the policy of threats, the policy of suppressing the freedom-loving peoples.

As for your concern for the emigres expelled by the Cuban people, I should like to add the following. You are of course well aware that there are, in many countries, emigres who are dissatisfied with the situation and the system existing in the countries from which they fled. And if the abnormal practice were introduced, in relations between States, of using these emigres, especially with arms in their hand, against the countries they had fled from, it can be openly said that this would inevitably lead to conflicts and wars. It would therefore be well to refrain from such ill-advised actions. This is a slippery and dangerous road which can lead to a new world war.

In your reply, you saw fit to touch upon certain questions unrelated to the subject of my message to you, including the question — as interpreted by you — of the historic inevitability of a communist revolution. I can only regard this as an attempt to evade the main question — that of aggression against Cuba. We are prepared, in appropriate circumstances, to exchange opinions on the question of the ways in which human society develops, although this question cannot be settled by debates between groups or individuals, however high their position may be. The question of whose system is the better will be decided by history, by the peoples themselves.

You, Mr. President, speak often and much of your desire that Cuba should be free. But that attitude is flatly contradicted by all United States actions with regard to this small country, let alone the latest armed attack upon Cuba organized with a view to changing Cuba’s internal system by force. It was the United States which nearly 60 years ago imposed on Cuba the enslaving terms of the Havana Treaty and established its Guantanamo naval base on Cuban territory. Yet the United States is the most powerful country in the Western hemisphere, and no one in that hemisphere can threaten you with a military invasion. Consequently, if you continue to retain your naval base on Cuban territory against the clearly expressed will of the Cuban people and its Government, it is because this base is designed, not to serve as a defense against an attack by any external forces, but to suppress the will of the Latin American peoples. It was established to fulfil the functions of a gendarme, to keep the peoples of Latin America politically and economically dependent.

The Government of the United States is now fulminating against Cuba. But this indicates only one thing — your lack of trust in your own system, in the policy pursued by the United States. And this is understandable, as it is a policy of exploitation, a policy for the economic enslavement of under-developed countries. You have no confidence in your own system, and therefore fear that Cuba’s example may prove contagious for other countries. But aggressive, bandit actions cannot save your system. In the historic process of the development of human society, each people decides, and will decide, its own destiny.

As for the Soviet Union, the peoples of our country settled this question finally and irrevocably over 43 years ago. We constitute a socialist state. Our social system is the most equitable of all that have so far existed, because in our country all the means of production are owned by those who work. That is indeed a contagious example, and the sooner the need to go over to this system is realized, the sooner will the whole of mankind achieve a really just society. By this very development, an end will be put, once and for all, to war.

You, Mr. President, did not like it when I said, in my previous message, that there can be no stable place in the world if anywhere war is aflame. But this is really so. The world is a single whole, whether we like it or not. And I can only repeat what I said: it is impossible to proceed by adjusting the situation and putting out the flames in one area, and kindling a new conflagration in another.

The Soviet State has always been a consistent defender of the freedom and independence of all peoples. We naturally, therefore, cannot concede to the United States any right to control the destinies of other countries, including the countries of Latin America. We consider that any interference by one State in the affairs of another — especially armed interference — is a violation of all international laws and of the principles of peaceful coexistence which the Soviet Union has invariably upheld since the first days of its existence.

If it is now, more than ever before, the duty of every State and its leaders not to permit actions which are capable of jeopardizing universal peace, that applies with all the more force to the leaders of the great Powers. It is this that I urge upon you, Mr. President.

The Soviet Government’s position in international affairs remains unchanged. We wish to build our relations with the United States in such a way that neither the Soviet Union nor the United States, as the two most powerful countries in the world, shall engage in sabre-rattling or push their military or economic superiority to the forefront, since that would lead to an aggravation of the international situation, not to its improvement. We are sincerely desirous of reaching agreement, both with you and with other countries of the world, on disarmament and all the other questions whose solution would promote peaceful coexistence, the recognition of every people’s right to the social and political systems established by it, genuine respect for the will of the peoples and non-interference in their internal affairs. Only under these conditions can one really speak of coexistence, for coexistence is possible only if States with different social systems obey international laws and recognize the maintenance of world peace as their highest aim. Only in that event will peace be based on firm foundations.

Joint Statement with Churchill and Stalin on the Yalta Conference – February 11, 1945

THE DEFEAT OF GERMANY

We have considered and determined the military plans of the three Allied powers for the final defeat of the common enemy. The military staffs of the three Allied Nations have met in daily meetings throughout the Conference. These meetings have been most satisfactory from every point of view and have resulted in closer coordination of the military effort of the three Allies than ever before. The fullest information has been interchanged. The timing, scope, and coordination of new and even more powerful blows to be launched by our armies and air forces into the heart of Germany from the East, West, North, and South have been fully agreed and planned in detail.

Our combined military plans will be made known only as we execute them, but we believe that the very close working partnership among the three staffs attained at this Conference will result in shortening the war. Meetings of the three staffs will be continued in the future whenever the need arises.

Nazi Germany is doomed. The German people will only make the cost of their defeat heavier to themselves by attempting to continue a hopeless resistance.

THE OCCUPATION AND CONTROL OF GERMANY

We have agreed on common policies and plans for enforcing the unconditional surrender terms which we shall impose together on Nazi Germany after German armed resistance has been finally crushed. These terms will not be made known until the final defeat of Germany has been accomplished. Under the agreed plan, the forces of the three powers will each occupy a separate zone of Germany. Coordinated administration and control has been provided for under the plan through a central control commission consisting of the Supreme Commanders of the three powers with headquarters in Berlin. It has been agreed that France should be invited by the three powers, if she should so desire, to take over a zone of occupation, and to participate as a fourth member of the control commission. The limits of the French zone will be agreed by the four Governments concerned through their representatives on the European Advisory Commission.

It is our inflexible purpose to destroy German militarism and Nazism and to ensure that Germany will never again be able to disturb the peace of the world. We are determined to disarm and disband all German armed forces; break up for all time the German General Staff that has repeatedly contrived the resurgence of German militarism; remove or destroy all German military equipment; eliminate or control all German industry that could be used for military production; bring all war criminals to just and swift punishment and exact reparation in kind for the destruction wrought by the Germans; wipe out the Nazi Party, Nazi laws, organizations and institutions, remove all Nazi and militarist influences from public office and from the cultural and economic life of the German people; and take in harmony such other measures in Germany as may be necessary to the future peace and safety of the world. It is not our purpose to destroy the people of Germany, but only when Nazism and militarism have been extirpated will there be hope for a decent life for Germans, and a place for them in the comity of Nations.

REPARATION BY GERMANY

We have considered the question of the damage caused by Germany to the Allied Nations in this war and recognized it as just that Germany be obliged to make compensation for this damage in kind to the greatest extent possible. A commission for the compensation of damage will be established. The commission will work in Moscow.

UNITED NATIONS CONFERENCE

We are resolved upon the earliest possible establishment with our allies of a general international organization to maintain peace and security. We believe that this is essential, both to prevent aggression and to remove the political, economic, and social causes of war through the close and continuing collaboration of all peace-loving peoples.

The foundations were laid at Dumbarton Oaks. On the important question of voting procedure, however, agreement was not there reached. The present Conference has been able to resolve this difficulty.

We have agreed that a conference of United Nations should be called to meet at San Francisco in the United States on April 25, 1945, to prepare the charter of such an organization, along the lines proposed in the informal conversations at Dumbarton Oaks.

The Government of China and the Provisional Government of France will be immediately consulted and invited to sponsor invitations to the conference jointly with the Governments of the United States, Great Britain, and the Union of Soviet Socialist Republics. As soon as the consultation with China and France has been completed, the text of the proposals on voting procedure will be made public.

DECLARATION ON LIBERATED EUROPE

The Premier of the Union of Soviet Socialist Republics, the Prime Minister of the United Kingdom, and the President of the United States of America have consulted with each other in the common interests of the peoples of their countries and those of liberated Europe. They jointly declare their mutual agreement to concert during the temporary period of instability in liberated Europe the policies of their three Governments in assisting the peoples liberated from the domination of Nazi Germany and the peoples of the former Axis satellite states of Europe to solve by democratic means their pressing political and economic problems.

The establishment of order in Europe and the rebuilding of national economic life must be achieved by processes which will enable the liberated peoples to destroy the last vestiges of Nazism and Fascism and to create democratic institutions of their own choice. This is a principle of the Atlantic Charter- the right of all peoples to choose the form of government under which they will live- the restoration of sovereign rights and self-government to those peoples who have been forcibly deprived of them by the aggressor Nations.

To foster the conditions in which the liberated peoples may exercise these rights, the three Governments will jointly assist the people in any European liberated state or former Axis satellite state in Europe where in their judgment conditions require (a) to establish conditions of internal peace; (b) to carry out emergency measures for the relief of distressed peoples; (c) to form interim governmental authorities broadly representative of all democratic elements in the population and pledged to the earliest possible establishment through free elections of governments responsive to the will of the people; and (d) to facilitate where necessary the holding of such elections.

The three Governments will consult the other United Nations and provisional authorities or other Governments in Europe when matters of direct interest to them are under consideration.

When, in the opinion of the three Governments, conditions in any European liberated state or any former Axis satellite state in Europe make such action necessary, they will immediately consult together on the measures necessary to discharge the joint responsibilities set forth in this declaration.

By this declaration we reaffirm our faith in the principles of the Atlantic Charter, our pledge in the declaration by the United Nations, and our determination to build in cooperation with other peace-loving Nations world order under law, dedicated to peace, security, freedom, and general well-being of all mankind.

In issuing this declaration, the three powers express the hope that the Provisional Government of the French Republic may be associated with them in the procedure suggested.

POLAND

A new situation has been created in Poland as a result of her complete liberation by the Red Army. This calls for the establishment of a Polish provisional government which can be more broadly based than was possible before the recent liberation of western Poland. The provisional government which is now functioning in Poland should therefore be reorganized on a broader democratic basis with the inclusion of democratic leaders from Poland itself and from Poles abroad. This new government should then be called the Polish Provisional Government of National Unity.

M. Molotov, Mr. Harriman, and Sir A. Clark Kerr are authorized as a commission to consult in the first instance in Moscow with members of the present provisional government and with other Polish democratic leaders from within Poland and from abroad, with a view to the reorganization of the present government along the above lines. This Polish Provisional Government of National Unity shall be pledged to the holding of free and unfettered elections as soon as possible on the basis of universal suffrage and secret ballot. In these elections all democratic and anti-Nazi parties shall have the right to take part and to put forward candidates.

When a Polish Provisional Government of National Unity has been properly formed in conformity with the above, the Government of the U. S.S. R., which now maintains diplomatic relations with the present provisional government of Poland, and the Government of the United Kingdom and the Government of the U.S. A. will establish diplomatic relations with the new Polish Provisional Government of National Unity, and will exchange ambassadors by whose reports the respective Governments will be kept informed about the situation in Poland.

The three heads of government consider that the eastern frontier of Poland should follow the Curzon line with digressions from it in some regions of five to eight kilometers in favor of Poland. They recognized that Poland must receive substantial accessions of territory in the North and West. They feel that the opinion of the new Polish Provisional Government of National Unity should be sought in due course on the extent of these accessions and that the final delimitation of the western frontier of Poland should thereafter await the peace conference.

YUGOSLAVIA

We have agreed to recommend to Marshal Tito and Dr. Subasic that the agreement between them should be put into effect immediately, and that a new government should be formed on the basis of that agreement.

We also recommend that as soon as the new government has been formed it should declare that:

1. The anti-Fascist Assembly of National Liberation (Avnoj) should be extended to include members of the last Yugoslav Parliament (Skupschina) who have not compromised themselves by collaboration with the enemy, thus forming a body to be known as a temporary Parliament; and,

2. Legislative acts passed by the anti-Fascist Assembly of National Liberation will be subject to subsequent ratification by a constituent assembly.

There was also a general review of other Balkan questions.

MEETINGS OF FOREIGN SECRETARIES

Throughout the Conference, besides the daily meetings of the heads of governments and the Foreign Secretaries, separate meetings of the three Foreign Secretaries, and their advisers have also been held daily.

These meetings have proved of the utmost value and the Conference agreed that permanent machinery should be set up for regular consultation between the three Foreign Secretaries. They will, therefore, meet as often as may be necessary, probably about every three or four months. These meetings will be held in rotation in the three capitals, the first meeting being held in London, after the United Nations Conference on World Organization.

UNITY FOR PEACE AS FOR WAR

Our meeting here in the Crimea has reaffirmed our common determination to maintain and strengthen in the peace to come that unity of purpose and of action which has made victory possible and certain for the United Nations in this war. We believe that this is a sacred obligation which our Governments owe to our peoples and to all the peoples of the world.

Only with the continuing and growing cooperation and understanding among our three countries and among all the peace-loving Nations can the highest aspiration of humanity be realized—a secure and lasting peace which will, in the words of the Atlantic Charter, “afford assurance that all the men in all the lands may live out their lives in freedom from fear and want.”

Victory in this war and establishment of the proposed international organization will provide the greatest opportunity in all history to create in the years to come the essential conditions of such a peace.

SATURDAY, JANUARY 20, 1973

Mr. Vice President, Mr. Speaker, Mr. Chief Justice, Senator Cook, Mrs. Eisenhower, and my fellow citizens of this great and good country we share together:

When we met here four years ago, America was bleak in spirit, depressed by the prospect of seemingly endless war abroad and of destructive conflict at home.

As we meet here today, we stand on the threshold of a new era of peace in the world.

The central question before us is: How shall we use that peace? Let us resolve that this era we are about to enter will not be what other postwar periods have so often been: a time of retreat and isolation that leads to stagnation at home and invites new danger abroad.

Let us resolve that this will be what it can become: a time of great responsibilities greatly borne, in which we renew the spirit and the promise of America as we enter our third century as a nation.

This past year saw far-reaching results from our new policies for peace. By continuing to revitalize our traditional friendships, and by our missions to Peking and to Moscow, we were able to establish the base for a new and more durable pattern of relationships among the nations of the world. Because of America’s bold initiatives, 1972 will be long remembered as the year of the greatest progress since the end of World War II toward a lasting peace in the world.

The peace we seek in the world is not the flimsy peace which is merely an interlude between wars, but a peace which can endure for generations to come.

It is important that we understand both the necessity and the limitations of America’s role in maintaining that peace.

Unless we in America work to preserve the peace, there will be no peace.

Unless we in America work to preserve freedom, there will be no freedom.

But let us clearly understand the new nature of America’s role, as a result of the new policies we have adopted over these past four years.

We shall respect our treaty commitments.

We shall support vigorously the principle that no country has the right to impose its will or rule on another by force.

We shall continue, in this era of negotiation, to work for the limitation of nuclear arms, and to reduce the danger of confrontation between the great powers.

We shall do our share in defending peace and freedom in the world. But we shall expect others to do their share.

The time has passed when America will make every other nation’s conflict our own, or make every other nation’s future our responsibility, or presume to tell the people of other nations how to manage their own affairs.

Just as we respect the right of each nation to determine its own future, we also recognize the responsibility of each nation to secure its own future.

Just as America’s role is indispensable in preserving the world’s peace, so is each nation’s role indispensable in preserving its own peace.

Together with the rest of the world, let us resolve to move forward from the beginnings we have made. Let us continue to bring down the walls of hostility which have divided the world for too long, and to build in their place bridges of understanding–so that despite profound differences between systems of government, the people of the world can be friends.

Let us build a structure of peace in the world in which the weak are as safe as the strong–in which each respects the right of the other to live by a different system–in which those who would influence others will do so by the strength of their ideas, and not by the force of their arms.

Let us accept that high responsibility not as a burden, but gladly–gladly because the chance to build such a peace is the noblest endeavor in which a nation can engage; gladly, also, because only if we act greatly in meeting our responsibilities abroad will we remain a great Nation, and only if we remain a great Nation will we act greatly in meeting our challenges at home.

We have the chance today to do more than ever before in our history to make life better in America–to ensure better education, better health, better housing, better transportation, a cleaner environment–to restore respect for law, to make our communities more livable–and to insure the God-given right of every American to full and equal opportunity.

Because the range of our needs is so great–because the reach of our opportunities is so great–let us be bold in our determination to meet those needs in new ways.

Just as building a structure of peace abroad has required turning away from old policies that failed, so building a new era of progress at home requires turning away from old policies that have failed.

Abroad, the shift from old policies to new has not been a retreat from our responsibilities, but a better way to peace.

And at home, the shift from old policies to new will not be a retreat from our responsibilities, but a better way to progress.

Abroad and at home, the key to those new responsibilities lies in the placing and the division of responsibility. We have lived too long with the consequences of attempting to gather all power and responsibility in Washington.

Abroad and at home, the time has come to turn away from the condescending policies of paternalism–of “Washington knows best.”

A person can be expected to act responsibly only if he has responsibility. This is human nature. So let us encourage individuals at home and nations abroad to do more for themselves, to decide more for themselves. Let us locate responsibility in more places. Let us measure what we will do for others by what they will do for themselves.

That is why today I offer no promise of a purely governmental solution for every problem. We have lived too long with that false promise. In trusting too much in government, we have asked of it more than it can deliver. This leads only to inflated expectations, to reduced individual effort, and to a disappointment and frustration that erode confidence both in what government can do and in hat people can do.

Government must learn to take less from people so that people an do more for themselves.

Let us remember that America was built not by government, but by people–not by welfare, but by work–not by shirking responsibility, but by seeking responsibility.

In our own lives, let each of us ask–not just what will government do for me, but what can I do for myself?

In the challenges we face together, let each of us ask–not just how can government help, but how can I help?

Your National Government has a great and vital role to play. And I pledge to you that where this Government should act, we will act boldly and we will lead boldly. But just as important is the role that each and every one of us must play, as an individual and as a member of his own community.

From this day forward, let each of us make a solemn commitment in his own heart: to bear his responsibility, to do his part, to live his ideals–so that together, we can see the dawn of a new age of progress for America, and together, as we celebrate our 200th anniversary as a nation, we can do so proud in the fulfillment of our promise to ourselves and to the world.

As America’s longest and most difficult war comes to an end, let us again learn to debate our differences with civility and decency. And let each of us reach out for that one precious quality government cannot provide–a new level of respect for the rights and feelings of one another, a new level of respect for the individual human dignity which is the cherished birthright of every American.

Above all else, the time has come for us to renew our faith in ourselves and in America.

In recent years, that faith has been challenged.

Our children have been taught to be ashamed of their country, ashamed of their parents, ashamed of America’s record at home and of its role in the world.

At every turn, we have been beset by those who find everything wrong with America and little that is right. But I am confident that this will not be the judgment of history on these remarkable times in which we are privileged to live.

America’s record in this century has been unparalleled in the world’s history for its responsibility, for its generosity, for its creativity and for its progress.

Let us be proud that our system has produced and provided more freedom and more abundance, more widely shared, than any other system in the history of the world.

Let us be proud that in each of the four wars in which we have been engaged in this century, including the one we are now bringing to an end, we have fought not for our selfish advantage, but to help others resist aggression.

Let us be proud that by our bold, new initiatives, and by our steadfastness for peace with honor, we have made a break-through toward creating in the world what the world has not known before– a structure of peace that can last, not merely for our time, but for generations to come.

We are embarking here today on an era that presents challenges great as those any nation, or any generation, has ever faced.

We shall answer to God, to history, and to our conscience for the way in which we use these years.

As I stand in this place, so hallowed by history, I think of others who have stood here before me. I think of the dreams they had for America, and I think of how each recognized that he needed help far beyond himself in order to make those dreams come true.

Today, I ask your prayers that in the years ahead I may have God’s help in making decisions that are right for America, and I pray for your help so that together we may be worthy of our challenge.

Let us pledge together to make these next four years the best four years in America’s history, so that on its 200th birthday America will be as young and as vital as when it began, and as bright a beacon of hope for all the world.

Let us go forward from here confident in hope, strong in our faith in one another, sustained by our faith in God who created us, and striving always to serve His purpose.

First Inaugural Address of Richard Milhous Nixon

MONDAY, JANUARY 20, 1969

Senator Dirksen, Mr. Chief Justice, Mr. Vice President, President Johnson, Vice President Humphrey, my fellow Americans–and my fellow citizens of the world community:

I ask you to share with me today the majesty of this moment. In the orderly transfer of power, we celebrate the unity that keeps us free.

Each moment in history is a fleeting time, precious and unique. But some stand out as moments of beginning, in which courses are set that shape decades or centuries.

This can be such a moment.

Forces now are converging that make possible, for the first time, the hope that many of man’s deepest aspirations can at last be realized. The spiraling pace of change allows us to contemplate, within our own lifetime, advances that once would have taken centuries.

In throwing wide the horizons of space, we have discovered new horizons on earth.

For the first time, because the people of the world want peace, and the leaders of the world are afraid of war, the times are on the side of peace.

Eight years from now America will celebrate its 200th anniversary as a nation. Within the lifetime of most people now living, mankind will celebrate that great new year which comes only once in a thousand years–the beginning of the third millennium.

What kind of nation we will be, what kind of world we will live in, whether we shape the future in the image of our hopes, is ours to determine by our actions and our choices.

The greatest honor history can bestow is the title of peacemaker. This honor now beckons America–the chance to help lead the world at last out of the valley of turmoil, and onto that high ground of peace that man has dreamed of since the dawn of civilization.

If we succeed, generations to come will say of us now living that we mastered our moment, that we helped make the world safe for mankind.

This is our summons to greatness.

I believe the American people are ready to answer this call.

The second third of this century has been a time of proud achievement. We have made enormous strides in science and industry and agriculture. We have shared our wealth more broadly than ever. We have learned at last to manage a modern economy to assure its continued growth.

We have given freedom new reach, and we have begun to make its promise real for black as well as for white.

We see the hope of tomorrow in the youth of today. I know America’s youth. I believe in them. We can be proud that they are better educated, more committed, more passionately driven by conscience than any generation in our history.

No people has ever been so close to the achievement of a just and abundant society, or so possessed of the will to achieve it. Because our strengths are so great, we can afford to appraise our weaknesses with candor and to approach them with hope.

Standing in this same place a third of a century ago, Franklin Delano Roosevelt addressed a Nation ravaged by depression and gripped in fear. He could say in surveying the Nation’s troubles: “They concern, thank God, only material things.”

Our crisis today is the reverse.

We have found ourselves rich in goods, but ragged in spirit; reaching with magnificent precision for the moon, but falling into raucous discord on earth.

We are caught in war, wanting peace. We are torn by division, wanting unity. We see around us empty lives, wanting fulfillment. We see tasks that need doing, waiting for hands to do them.

To a crisis of the spirit, we need an answer of the spirit.

To find that answer, we need only look within ourselves.

When we listen to “the better angels of our nature,” we find that they celebrate the simple things, the basic things–such as goodness, decency, love, kindness.

Greatness comes in simple trappings.

The simple things are the ones most needed today if we are to surmount what divides us, and cement what unites us.

To lower our voices would be a simple thing.

In these difficult years, America has suffered from a fever of words; from inflated rhetoric that promises more than it can deliver; from angry rhetoric that fans discontents into hatreds; from bombastic rhetoric that postures instead of persuading.

We cannot learn from one another until we stop shouting at one another–until we speak quietly enough so that our words can be heard as well as our voices.

For its part, government will listen. We will strive to listen in new ways–to the voices of quiet anguish, the voices that speak without words, the voices of the heart–to the injured voices, the anxious voices, the voices that have despaired of being heard.

Those who have been left out, we will try to bring in.

Those left behind, we will help to catch up.

For all of our people, we will set as our goal the decent order that makes progress possible and our lives secure.

As we reach toward our hopes, our task is to build on what has gone before–not turning away from the old, but turning toward the new.

In this past third of a century, government has passed more laws, spent more money, initiated more programs, than in all our previous history.

In pursuing our goals of full employment, better housing, excellence in education; in rebuilding our cities and improving our rural areas; in protecting our environment and enhancing the quality of life–in all these and more, we will and must press urgently forward.

We shall plan now for the day when our wealth can be transferred from the destruction of war abroad to the urgent needs of our people at home.

The American dream does not come to those who fall asleep.

But we are approaching the limits of what government alone can do.

Our greatest need now is to reach beyond government, and to enlist the legions of the concerned and the committed.

What has to be done, has to be done by government and people together or it will not be done at all. The lesson of past agony is that without the people we can do nothing; with the people we can do everything.

To match the magnitude of our tasks, we need the energies of our people–enlisted not only in grand enterprises, but more importantly in those small, splendid efforts that make headlines in the neighborhood newspaper instead of the national journal.

With these, we can build a great cathedral of the spirit–each of us raising it one stone at a time, as he reaches out to his neighbor, helping, caring, doing.

I do not offer a life of uninspiring ease. I do not call for a life of grim sacrifice. I ask you to join in a high adventure–one as rich as humanity itself, and as exciting as the times we live in.

The essence of freedom is that each of us shares in the shaping of his own destiny.

Until he has been part of a cause larger than himself, no man is truly whole.

The way to fulfillment is in the use of our talents; we achieve nobility in the spirit that inspires that use.

As we measure what can be done, we shall promise only what we know we can produce, but as we chart our goals we shall be lifted by our dreams.

No man can be fully free while his neighbor is not. To go forward at all is to go forward together.

This means black and white together, as one nation, not two. The laws have caught up with our conscience. What remains is to give life to what is in the law: to ensure at last that as all are born equal in dignity before God, all are born equal in dignity before man.

As we learn to go forward together at home, let us also seek to go forward together with all mankind.

Let us take as our goal: where peace is unknown, make it welcome; where peace is fragile, make it strong; where peace is temporary, make it permanent.

After a period of confrontation, we are entering an era of negotiation.

Let all nations know that during this administration our lines of communication will be open.

We seek an open world–open to ideas, open to the exchange of goods and people–a world in which no people, great or small, will live in angry isolation.

We cannot expect to make everyone our friend, but we can try to make no one our enemy.

Those who would be our adversaries, we invite to a peaceful competition–not in conquering territory or extending dominion, but in enriching the life of man.

As we explore the reaches of space, let us go to the new worlds together–not as new worlds to be conquered, but as a new adventure to be shared.

With those who are willing to join, let us cooperate to reduce the burden of arms, to strengthen the structure of peace, to lift up the poor and the hungry.

But to all those who would be tempted by weakness, let us leave no doubt that we will be as strong as we need to be for as long as we need to be.

Over the past twenty years, since I first came to this Capital as a freshman Congressman, I have visited most of the nations of the world.

I have come to know the leaders of the world, and the great forces, the hatreds, the fears that divide the world.

I know that peace does not come through wishing for it–that there is no substitute for days and even years of patient and prolonged diplomacy.

I also know the people of the world.

I have seen the hunger of a homeless child, the pain of a man wounded in battle, the grief of a mother who has lost her son. I know these have no ideology, no race.

I know America. I know the heart of America is good.

I speak from my own heart, and the heart of my country, the deep concern we have for those who suffer, and those who sorrow.

I have taken an oath today in the presence of God and my countrymen to uphold and defend the Constitution of the United States. To that oath I now add this sacred commitment: I shall consecrate my office, my energies, and all the wisdom I can summon, to the cause of peace among nations.

Let this message be heard by strong and weak alike:

The peace we seek to win is not victory over any other people, but the peace that comes “with healing in its wings”; with compassion for those who have suffered; with understanding for those who have opposed us; with the opportunity for all the peoples of this earth to choose their own destiny.

Only a few short weeks ago, we shared the glory of man’s first sight of the world as God sees it, as a single sphere reflecting light in the darkness.

As the Apollo astronauts flew over the moon’s gray surface on Christmas Eve, they spoke to us of the beauty of earth–and in that voice so clear across the lunar distance, we heard them invoke God’s blessing on its goodness.

In that moment, their view from the moon moved poet Archibald MacLeish to write:

“To see the earth as it truly is, small and blue and beautiful in that eternal silence where it floats, is to see ourselves as riders on the earth together, brothers on that bright loveliness in the eternal cold–brothers who know now they are truly brothers.”

In that moment of surpassing technological triumph, men turned their thoughts toward home and humanity–seeing in that far perspective that man’s destiny on earth is not divisible; telling us that however far we reach into the cosmos, our destiny lies not in the stars but on Earth itself, in our own hands, in our own hearts.

We have endured a long night of the American spirit. But as our eyes catch the dimness of the first rays of dawn, let us not curse the remaining dark. Let us gather the light.

Our destiny offers, not the cup of despair, but the chalice of opportunity. So let us seize it, not in fear, but in gladness– and, “riders on the earth together,” let us go forward, firm in our faith, steadfast in our purpose, cautious of the dangers; but sustained by our confidence in the will of God and the promise of man.

Joint Resolution Declaring that a state of war exists between the Imperial German Government and the Government and the people of the United States and making provision to prosecute the same.

Whereas the Imperial German Government has committed repeated acts of war against the Government and the people of the United States of America; Therefore be it Resolved by the Senate and the House of Representatives of the United States of America in Congress Assembled, that the state of war between the United States and the Imperial German Government which has thus been thrust upon the United States is hereby formally declared; and that the President be, and he is hereby, authorized and directed to employ the entire naval and military forces of the United States and the resources of the Government to carry on war against the Imperial German Government; and to bring the conflict to a successful termination all of the resources of the country are hereby pledged by the Congress of the United States.
